Pennsylvania launching new college scholarship programCorbett's 'Ready to Succeed' scholarships to give up to $2,000 to defray expenses.August 10, 2014|By Jacqueline Palochko, Of The Morning CallAt East Stroudsburg University this summer, officials have been making a list of students who could benefit from a new state-funded scholarship program.For the first time this school year, the Ready to Succeed Scholarship Program will be available for college students attending private and public schools in Pennsylvania.The state has allocated $5 million in the budget for the merit-based scholarship, and the Pennsylvania Higher Education Assistance Agency,Cheap Beats By Dre Tour, which is administrating the program, expects about 3,600 students will receive an award this year.Colleges can't start nominating students until Friday, but because the awards will be given on a first-come, first-served basis, East Stroudsburg plans to get all the work out of the way now so as many as possible can receive a scholarship."We definitely want to apply for this program," said Kizzy Morris, registrar and director of the student enrollment center. "As many students as we can find to qualify for this we will nominate."To qualify, students must have completed their freshman year,Monster Beats By Dre Headphones, have at least a 3.25 GPA and family income cannot exceed $110,000. Students who receive needs-based scholarships are eligible as well. There is no limit for how many students a school can nominate, PHEAA spokesman Keith New said.East Stroudsburg will nominate every student who hits those requirements, Morris said. Because there are only a few requirements to receive a scholarship, she doesn't expect the nomination process to be any extra work for school officials."We're happy to help our students take advantage of this opportunity," she said.The nominations need to be submitted by Sept. 15, and then the state will notify students by mid-October if they have received an award.A full-time student can receive up to $2,000; part-time students can get up to $1,000. The minimum award is $500. The scholarship can be used toward tuition, books, living expenses, fees or supplies.Since it's the first year for the program, it's hard to tell how the process will go, New said, but he expects it will run smoothly.The scholarship program was touted by Gov. Tom Corbett as an increase in state funding to colleges. When Corbett presented his budget proposal in February, he originally wanted $25 million to go toward the scholarship, but when the budget was finally passed, $5 million was given."This scholarship program will help to reduce the debt burden that many post-secondary education students across the commonwealth have upon graduation," Corbett said when the budget was passed."Oftentimes, middle income students do not qualify for state grants, and the Ready to Succeed Scholarship will change that practice by providing much-needed financial assistance to those pursuing higher education."But how much it will help remains to be seen. The scholarships benefit students and public and private schools.Last year, about 112,000 students alone were enrolled in the Pennsylvania System of Higher Education's 14 schools, which include East Stroudsburg and Kutztown.State funding for PASSHE schools remains flat at $412.8 million for the fourth straight year. As a result, last month PASSHE approved a 3 percent increase in tuition $99 a semester bringing the total cost per semester to $3,410.Kenn Marshall, PASSHE spokesman, said he would like to have seen the $25 million go toward the scholarship. Even so, he said, that's $5 million that wasn't available to students last year."At least there are some new funds available," he said.Morris believes the scholarship will make up for some of the loss of state funding."Every little bit helps,Beats By Dre Pc," she said.
