一根竹竿，一块蓝布，两个马桶，这就是宜宾市人民公园里，一家茶园内依湖而设的“厕所”。

18日，有网友发帖《人民公园茶馆内尿液直排人工湖湖水幽绿事出有因》反映该厕所的卫生条件让人“恶心”，并调侃它是导致公园人工湖湖水幽绿的罪魁祸首。19日下午，记者来到人民公园发现，厕所依然还在，但公园管理处办公室内，工作人员正在打印简易厕所的限期整改和处罚通知。通知要求，茶园立即取消小便设施。

这家茶园叫月季园，“厕所”就在茶坊的后面，地方很隐蔽，如果不是茶园老板指引很难找得到。记者混进去后发现，这里的卫生环境的确无法恭维，尚未发现小便设施，就闻到了刺鼻难闻味道，地上的脏臭就无须赘述了。

据介绍，茶园自2006年和宜宾市人民公园建立合同关系以来，一直从事茶饮生意。平时多是一些游玩的市民和附近的居民在此“喝闲茶”，每天大概几十人、上百人不等。很多初次到这里喝茶的市民，并不知道这个隐蔽的厕所。但经常光顾的市民就很清楚“存在很长一段时间了，只要在这里喝茶，老板一般都会告诉你这个就进的厕所。”住在附近的居民罗大爷说。

“此前我们也没发现这家茶馆搭建了小便设施，昨天晚上通过网络才知道的。”据宜宾市人民公园管理处副主任宴斌介绍，18日晚，他们发现网友的发贴后，第二天一上班，就开始调查此事，经核查属实后，目前正对其进行处理。“影响了环境卫生，坏了游客的心情，这样的行为我们肯定要按照规定对其进行处理。”

人民公园管理处的工作人员正向记者解说《限期整改和处罚通知》。

根据《限期整改和处罚通知》，月季园茶园将被扣除履约保证金300元；立即取消小便设施，并与2011年7月20日以前进行环境卫生清理，接受复查；逾期不整改，将做停业整顿处理。

截止记者发稿，人民公园管理处已将限期整改处罚通知发放给茶园经营者手中，小便设施已被取消。
